The World Bank's 2023 report on Poland is now available: "Diagnostic Analysis for Circular Economy"

This report provides an in-depth analysis of circular economy (CE) efforts in Poland, Bulgaria, and Romania. Its primary objective was to identify priority sectors and areas for CE development in Poland, while also highlighting the key barriers and challenges that national and local authorities face in implementing circular strategies. The report is based on a review of available literature, economic and environmental data, and survey results collected from policymakers and stakeholders.


One of the report’s core elements is a set of policy recommendations designed to accelerate Poland’s transition toward a circular economy. The analysis also incorporates findings from consultations with the Ministry of Economic Development and Technology (MRiT), which plays a central role in advancing CE policy in Poland.


The report emphasizes the importance of material efficiency and resource productivity within the broader context of global sustainability policy. Circular economy development is not only about reducing material consumption but also about implementing life-cycle based strategies. This includes waste prevention, resource recovery, and innovation in production processes—leading to tangible environmental and economic benefits.


While the report recognizes Poland’s growing engagement in the circular transition, it also notes existing challenges. Poland continues to lag behind the EU average in terms of material efficiency and waste generation. There is a pressing need to promote and scale up eco-innovation. Identified obstacles to CE adoption in Poland include limited knowledge and capacity among entrepreneurs, regulatory inefficiencies, and a lack of coordination between key actors.


This publication serves as a valuable resource for policymakers, businesses, and all stakeholders involved in advancing the circular economy in Poland.
